Dear World Citizen,

 

   Today, when the climate crisis is in the headlines, when the daily media are shouting

that we are a “Planet in Peril”,  can we doubt that the time has come for a world-level

government, a government that can control the total human production of heat-trapping

gases?

 

   The need for planetary coordination is not reasonably refutable.  Many local groups are

struggling to reduce their local “carbon footprint.”  Valuable as they are, can we count on

their combined efforts to solve the total problem?

 

   Only a world-level authority can control the belching smokestacks of China and,

simultaneously, reduce drastically the number of exhaust pipes, jets, and polluting

chimneys in industrial countries, as well as industrializing countries in the Global South.

Only a world federal government, with the authority to marshal required resources, will

be able to provide adequate compensation to the large populations that must be asked to

make adjustments to their individual development programs.

 

   And only a federal world government, with required authority – and totally committed

to the maintenance and enforcement of basic human rights – only such a government can

effectively deal also with weapons of mass destruction, international public health,

increasing  poverty, and water scarcity.  We need a worldwide New Deal / Marshall Plan.

 

   We believe a citizen-elected parliament, a body identifying with the whole human race

and taking responsibility for its destiny, can help address and save us from the obvious

disaster we face – even possible extinction.

 

   Against this background, what are we asking you to do as a member or potential

 supporter of the World Citizens Party of Massachusetts ?

 

   Our purpose (See enclosed brochure) is to build a global demand for a democratic

world federal government.  Starting from our Cambridge office, we will encourage world

citizens everywhere to form branches of a worldwide political party, each branch charged

with the task of translating the new world consciousness into political action for adequate

democratic government at the global level – government committed to human and civil

rights and equal to the scope of the crises we face.

 

   In Massachusetts, we have set an example of what we ask everywhere.  Our party is

official.

 

   We have learned the hard work and problems of starting a new party.  We have also

found that the strength and rigidity of the two-party system in the U.S. is a serious

obstacle when we are recruiting members for a third party.  Accordingly, in the immediate future, we will concentrate principally on states and countries where citizens are comfortable with multi-party systems.  And we will continue our support of IRV, (Instant Runoff Voting)

 

   We are asking you to do three things:

 

        1.   Please join or renew as a member or supporter.  Note that the tab page on the    

              brochure gives you the member/supporter option.  And do also note in the  

              brochure our determination not to be a “spoiler” in a two-way party contest.  In

              2006, we endorsed Jill Stein, The Green-Rainbow Party candidate for secretary

              of state, because she embodied many of our values and there was no other

              opposition to William Galvin.

 

        2.   Please make a generous contribution.

 

        3.   Please send the enclosed Joint Congressional Resolution to your senators and

              representative and ask them to sign-on as a sponsor.  Write a brief note saying

              that democratic government at the global level has to be part of any effective

              response to the climate crisis, (and to other issues you may wish to mention).

 

   The above joint resolution is to be used worldwide.  It can be an effective global instrument.  With the name of another country appropriately substituted, members of the World Citizens Party branches – and world citizens generally -- can use it to move their representatives to endorse the call for adequate worldwide government.

 

   The resolution can easily and naturally be made relevant to the subject of almost any communication with a public official involved in international policy.  No such official should

be allowed to forget that a copy of the resolution is on her or his desk.

          JOINT  CONGRESSIONAL RESOLUTION

 

 

 

   

      A  CALL  FOR  A GENERAL CONFERENCE  OF THE  UNITED 

        NATIONS  TO  REVISE  THE  UNITED NATIONS  CHARTER 

             TO  FORM  A DEMOCRATIC  WORLD  GOVERNMENT.

 

 

Whereas there have been numerous wars since the United Nations was founded in l945, and whereas international warfare continues, and there is no evidence that it will cease to occur in the future unless new measures are taken,

 

Whereas the United Nations, notwithstanding its invaluable humanitarian, scientific, social and cultural achievements, has failed in its basic purpose to “save succeeding generations from the scourge of war”,

 

Therefore the Congress of the United States of America calls for a General Conference of the Members of the United Nations, as provided by Article 109 of the Charter, to revise the United Nations to form a democratic world government conforming to the following basic specifications:

 

 

            A  World Legislature, elected by secret ballot in multi-party elections, on the basis of one person, one vote, and possessing authority to levy taxes;

           

            A World Executive, directly elected by the people of the world, or by their elected legislature;

 

            A World Judiciary System, with jurisdiction over corporations and individual world citizens, and with obligation and full authority to protect and enforce the universal observance of all civil and human rights; 

 

            A World Bill of Human Rights, adequate to protect the basic human rights of all world citizens, all human beings.
